Stoiber claims to be from Bavaria. He also claimed to be the right candidate to become chancelor.
I suppose you get some lessons on history before you are allowed to occupy the big black leather chair. But I am almost certain, that Stoiber missed them somehow. Or did the Cold War end with a union of both blocks?
